Housing Rehabilitation Program
The Housing Rehabilitation program provides assistance for low to moderate-income homeowners in Jefferson County for emergency, essential repairs and necessary improvements to their home.
What We Do
The Rehab Program offers homeowners in Jefferson County to make or keep their homes safe, decent, and affordable. It primarily assists the elderly and disabled on fixed incomes and working, low to moderate-income families.
It helps preserve home ownership by offering a means for the low-income to do necessary work without risk of losing the home to unmanageable debt.
The Program promotes stability, livability and value of the neighborhood as a whole by upgrading individual houses that are in disrepair or are not maintained because the owners don’t have the resources.
Financial Assistance
Limited emergency grants of up to $5,000.00 may be available for the eldery/disabled with low income qualifications.
If you qualify for the Program you may receive a low interest loan (3% or 5%) with affordable payments to cover the cost of rehabilitating your home. If a member of your household is elderly or disabled and on a fixed income, you may qualify for a deferred loan.
All deferred loans are paid back when the house sells or is no longer the owner’s primary residence and are not transferable. As loans are paid back into the Program these funds are used to help other qualified homeowners.
The maximum loan amount is $25,000.00.
Westminster Residents
The City of Westminster does not offer any loans - if you live in the City of Westminster you may be eligible for a Essential Home Repair Grant of $5,000 through their Emergency and Essential Home Repair Program. Please call (303) 403-5423 for more details.
The Westminster Essential Home Repair does not allow for repair or replacement of roofs or do any work to or replace sewer lines or drain cleaning
Technical Assistance
We will help you get competitive bids and find a qualified contractor who can do quality work at a reasonable cost, prepare the loan and construction documents, inspect work and authorize payments as the work progresses. There is no cost to you for this assistance.

The City of Westminster also assists with grants up to $5,000.00 to promote water conservation and help minimize water and waste water costs.
Who Qualifies?
You must be the owner of the home (title in your name) and have lived in the home as your primary residence for at least one year.
Your home must be located in unincorporated Jefferson County, the Cities of Lakewood, Wheat Ridge, Golden, Mountain View, or Westminster or one of the other participating communities in Jefferson County. The City of Arvada has their own program, if you live in Arvada please all (720) 898-7498.

- Your total household income must be below the 2018 limit set by HUD (see below). These income limits are subject to change. For The City of Westminster - the annual household income cannot exceed 60% of Median.
